1. Title: Registration of Aircraft Tail Numbers in the State of San Andreas
Purpose
The purpose of this regulation is to establish guidelines and procedures for the registration of aircraft tail numbers within the State of San Andreas, ensuring compliance with aviation safety standards, accountability, and efficient identification of aircraft operating within the jurisdiction.
Applicability
This regulation applies to all aircraft owners, operators, and pilots utilizing aircraft within the State of San Andreas.
Registration Requirements
3.1 All aircraft operating within the State of San Andreas shall be assigned a unique tail number..
3.2 The registration of an aircraft's tail number shall be obtained from the San Andreas Aviation Administration (SAAA) prior to its operation within the state.
3.3 Aircraft owners shall submit an application for tail number registration on a form provided by the SAAA, providing accurate and up-to-date information regarding the aircraft and its ownership.
3.4 The following information shall be included in the tail number registration application:
a. Aircraft make, model, and serial number.
b. Owner's name, address, and contact information.
c. Operator's name, address, and contact information (if different from the owner).
d. Purpose of operation (e.g., private, commercial, recreational).
3.5 All information provided in the tail number registration application shall be truthful and complete.
Tail Number Assignment
4.1 Upon receipt of a completed application, the SAAA shall review the information provided.
4.2 The SAAA reserves the right to reject any application that contains false or misleading information, or if the aircraft is deemed unfit for operation within the state.
4.3 Once approved, the SAAA shall assign a unique tail number to the aircraft based on availability and in accordance with standardized guidelines.
4.4 The assigned tail number shall be displayed on the aircraft in a clearly visible manner, conforming to applicable federal and state regulations.

N-Numbers consist of a series of alphanumeric characters. U.S. registration numbers may not exceed five characters in addition to the standard U.S. registration prefix letter N. These characters may be:

One to five numbers (N12345)
One to four numbers followed by one letter (N1234Z)
One to three numbers followed by two letters (N123AZ)
To avoid confusion with the numbers one and zero, the letters I and O are not to be used.
Transfer of Tail Numbers
5.1 The transfer of tail numbers between aircraft owners shall require prior notification to the SAAA.
5.2 Transfers shall be accompanied by the completion of a transfer of ownership form provided by the SAAA.
5.3 The SAAA shall review the transfer request and, upon approval, update the registration records accordingly.
Compliance and Enforcement
6.1 It is the responsibility of all aircraft owners, operators, and pilots to comply with this regulation and maintain valid tail number registration.
6.2 Failure to register an aircraft's tail number or provide false information shall result in penalties as prescribed by law.
6.3 The SAAA shall conduct periodic audits to ensure compliance with this regulation and may perform inspections of registered aircraft to verify tail number display accuracy.
Revision and Amendment
This regulation may be revised or amended by the San Andreas Aviation Administration as necessary to reflect changes in aviation practices, regulations, or to address emerging safety concerns.
